Chief Superintendent
The Division is organized into four districts of schools - Inner City, Central, North and South. Each district has a Superintendent who is accountable to the Chief Superintendent for the efficient and effective operation of their respective jurisdictions in accordance with the Division priorities and the priorities set for their district (see Annual Report). These priorities reflect the needs of each district’s students, families and community. Other members of the senior administration team provide oversight and leadership for the accountabilities of their area of responsibility. Professional Support Services provides an overview of specialized, professional services that are available to support educators and students. The senior administrative staff members are assigned to various departments based on their specific responsibilities.
The District Superintendents are responsible for the general direction and coordination of all matters relevant to the delivery of educational services within a designated group of schools (approximately 20 schools) including all aspects related to staffing, supervision and performance evaluations, budget development and allocation, and direction to principals on the delivery of programs and services in the schools. The District Superintendents are responsible for assessing the needs of each school in their district and assigning resources based on these identified needs and within the level of resources available. They are also responsible for establishing and maintaining effective communication with the parents/guardians and building strong positive relationships with the schools and the communities they serve. The Communications section including the Information Officer is a component of the Superintendent’s Department. The communications section provides assistance to the administration and the schools in the preparation of articles, fact sheets, bulletins, brochures, news releases and other documents on educational programs. The Information Officer initiates and coordinates information services related to the activities of the Board of Trustees, the schools and the senior administration. She is responsible for the coordination of all special events such as school openings, public presentations and news conferences. She assists in the development and distribution of communications about crisis situations and in the management of the media during these crises.
Secretary-Treasurer’s Department The Secretary-Treasurer’s department is responsible for the following functions:
The Corporate Secretarial function of the Division includes the administrative management of the duties and responsibilities of the Board of Trustees under The Public Schools Act; responsibility for legal matters and liaison with the Division’s solicitors; contract administration; records management; and the general administration of the business and financial affairs of the Division. The financial management function of the Department is organized into the following sections: Accounting/Audit, Accounts Payable, Pension and Employee Benefits, Payroll, Purchasing, and Administration. The Secretary-Treasurer’s Department also includes the Transportation and Permits section and the Central Print Services.
The Human Resources Department is responsible for the development, implementation and maintenance of human resource programs for instructional and non-instructional staff including recruitment, staff transfers, employee records, negotiations, staff counselling, professional development for non-instructional staff, and interpretation and administration of employee collective agreements. The Human Resources Department also provides support and assistance to all other departments in addressing staff performance and behaviour concerns. The Human Resources Department is responsible for assisting schools in the implementation of Workplace, Safety and Health legislation. The Workplace, Safety and Health Officer and the Wellness Coordinator are assigned to this department. The Coordinator and Assistant Coordinator of Custodial Support Services are assigned to this department and provide technical support to the school principals to assist in the supervision of the custodial staff.
The Building Department is responsible for the maintenance, renovation and/or construction of all buildings and grounds in the School Division. The department includes district maintenance managers, an engineering manager who provides architectural, mechanical and electrical design support as well as management of all construction projects, project estimator, preventative maintenance inspectors, energy management coordinators and trades people. In consultation with the Superintendents, on an annual basis the Building Department prepares a three-year school renovation and maintenance plan, and a five year capital building plan for submission to the Public Schools Finance Board. Building projects may be funded through the Division budget or by the Public Schools Finance Board.
Program/Student Support Services The Program and Student Support Services Departments are managed by Directors, with assistance of consultants and support teachers, who are assigned specific areas of responsibility including:
The Aboriginal Education department provides assistance to Division administration and school staff in the development and implementation of initiatives to support Aboriginal education throughout the Winnipeg School Division. The Director also provides support to the EAL (English as an Additional Language – formerly referred to as ESL) and language programs. This department provides assistance to Division administration and school staff in the development and implementation of Division-wide assessment programs such as the Comprehensive Assessment Program, the Grade 8 Common Exams, the Provincial Middle Years Assessment initiative and the Provincial Grade 12 Standards Exams. The Director also provides support for the Numeracy Projects, Resource Programs, Arts Education and the Division-wide report card formats. Educational Technology Support Services provides support to all instructional staff in the Division related to the integration of technology for educational purposes. The Director of Educational Technology Support Services also provides support for the Advanced Placement, International Baccalaureate, Gifted and Talented, Reading Recovery, Alternative Education, Dual Credit, Transition Certificate, Summer School and Mini-University Enrichment programs.
The Special Education department provides assistance to the Division administration and school staff in the organization and coordination of special education programs and services as well as support to teachers through the development of multilevel teaching and classroom management strategies. Student Support Services provided through the Director of Student Support Services also include the Housing Registry, Health Programs, Guidance and Counselling, Volunteer Partnerships, Career Development Programs, Community Transition Program, Parent Education, Developing Safe Schools Initiative, Human Rights Initiative, Violence Prevention, School Therapy Services and the CHOICES Youth Program. The Child Guidance Clinic is a school-based support service that provides clinical services to students and parents in Winnipeg School Division. The services of the Clinic are provided at no charge to children and their families. The Clinic also provides services on a cost recovery basis to two other participating school divisions. A Central Management Committee, composed of representatives from all participating school divisions, oversees the central functions of the Child Guidance Clinic. Clinical services are organized on a team basis including Speech – Language, Reading, Social Work, Psychology, and Audiology clinicians. The clinicians are supervised by an Area Service Director assigned to each of the four districts. The Director provides overall direction to and management of the Clinic.
Research, Planning and Systems Management The Research, Planning and Systems Management Department is responsible for developing and managing the research, planning and administrative functions of the Division in order to assist the Superintendents in the application of data and technology to support the administrative function. The department staff coordinates the selection and/or development of new technology related systems; maintains the division-wide technology systems and services with regard to the student administration system including the enrolment reporting process, student demographic data, and enrolment projections. This department is also responsible for the Library Support Services area, Audio-Visual and Computer Repair Services, as well as services related to the Internet, email, content filtering and security. The Director is also responsible for managing the collection, retrieval and disposal of Division records.
